MEDIA RELEASE
14 April 2009
Coffey acquires specialist European international
development business The Evaluation Partnership
Global engineering and project management consultancy Coffey International Limited (Coffey) today
announced it has acquired European international development business The Evaluation Partnership
(TEP) for £1.1 million funded from its existing acquisition debt facility. The deal will be subject to an
earn out over the next 2 years of operation.
The 13-person business is based in Richmond, United Kingdom, and will merge with Coffey subsidiary
Coffey International Development.
TEP provides specialist policy monitoring and evaluation services to the European Commission and
has worked with most of the Directorates-General over the past five years.
The business carries out evaluations throughout the policy making cycle, from initial setting of
agendas, to decision-making and the review of outcomes across the whole policy spectrum from trade
to agriculture to health to education.
Evaluations are used as a critical component by almost all Directorates-General in the European
Committee, by other European institutions, by member state public sectors and increasingly by the
private sector.
Coffey managing director Roger Olds said:
This is a strategic acquisition which provides access to
the European Commission as a new client for Coffey International Development. The services that
TEP provide are an important part of our expanding business in Performance Monitoring and
Improvement. This is a core service requested by governments and donor agencies around the world,
and we see the growth potential by building the TEP business to support projects for other Coffey
clients, including the UK Department for International Development, the United Nations, USAID, the
World Bank and AusAID.
Established in 1990, TEP has built an excellent reputation as a valued advisor to the European
Commission and has a strong cultural fit with Coffey. The knowledge, experience and relationships
TEP brings will be highly complementary to those already established by Coffey International
Development.
Coffey International Development is a leading global international development consultancy, which
implements and manages projects designed to strengthen social infrastructure, such as economic
growth, law and governance, stabilisation and disaster recovery, capacity building, education, health
